		<description>Very good analysis. Maybe it is in order to simplify the replacement of developers. If the project process is efficient with developpers unaware of the customer needs then it is easy, and cheaper I guess, to hire another person to do the same technical tasks with a little knowledge of the customer point of view. This kind of knowledge is globally kept by a few persons who stay inside while pieces of this global knowledge are spread between developpers who only know what they need to know and no more, even less. Knowledge costs. Does centralize it spares cost ?</description>
